Choosing compare program: wrong dialog

Problem:
When choosing a compare files program in the settings,
the save dialog is used instead of open dialog. As
the result I get messages like "you have no rights to
write in this folder" or "You are going to overwrite the
file blabla..".

To reproduce:
Open settings, choose "Programs" in the tree on the left.
On the right press the folder icon against "Compare files"
input field and choose "Seek program...". Result: save dialog
is opening.

OS: WinXP SP3
FC: 2008.06b

I can confirm.

Every "Seek program"-Button opens a "save"- instead a "open"-dialog.
