On Windows 8.1 (64-bit) the overlay icons from TortoiseSVN or owncloud do not work. In Windows Explorer everything is fine.
I also tried the "Show overlay icons (SVN)" option under Settings -> View -> Tree -> Management without success.

Works fine for me (Win 8.1/64).
Settings - File/folder list - Icons: set to "Extracted".

mhh, got the same setting.... without luck. I've tried almost everything till now. I just can't get it fixed...

TortoiseSVN has the setting: Show overlays and context menu only in explorer.
It must be deactivated.

It works for me, but some SVN repo need an upgrade to the newest version ( I use 1.9.2 64bits) to display iconsContext menu in file-open/save dialogs on x64 OS:
On x64 versions of Windows, the TortoiseSVN context menu and overlays won't show for 32-bit applications in their file-open/save dialogs until you install the 2015 C-runtime for x86. (select the vc_redist.x86.exe file for download).
Note: this only applies to 32-bit applications on x64 OS. The Windows explorer is not affected by this.
