To reproduce:
- press F11 to go fullscreen
- alt+f4 to exit
- start FC again
- FC started in fullscreen
- pres F11 to go back to window mode
= FC window is almost on whole screen, but not maximized, last used window size and position is lost

FC 824 64-bit donor, default settings, Windows 10 64-bit 2004.

Can only partially confirm,

after restarting and pressing F11, FC returns to normal maximized layout.

BUT if I have FC in the restored layout (see other post, about my issue with very small layout)

- press F11 to go fullscreen
- alt+f4 to exit
- start FC again
- FC started in fullscreen
- pres F11 to go back to window mode
= FC window is almost on whole screen, in restored layout (i.e. I have to click the maximize button to get to maximized layout), but it is not the very small restored layout, which was initially the case before beginning the test, last used window size and position is lost

That's exactly what I have, same results.

BTW "Restored layout" means the "window mode", it's a standard mode, when you can resize the window to any size and this size should be preserved, also when using maximized view and fullscreen view mode
