670 Japanese language problem

FCXE 670 x64, Windows 8.1 Update
This problem didn't happen until 669, and a new problem in 670.
Problem:
When Japanese language is selected, command list of right side on [Define action toolbars] windows is empty.
How to reproduce:
1. Select [Tools/Setteings.../General] and change language to Japanese.
2. Select [Tools/Customize toolbars...]
Result:
Command list of right side on [Define action toolbars] windows is empty.
Workaround:
Open Japanese.lng with editor, and comments out line 944 '38910=表示'.
I'm not sure why this problem happens. At least, it worked well in 699.
This problem didn't happen until 669, and a new problem in 670.
