631 Editing new files fails

Hi,

When editing a new file (shift-f4, enter filename, for example "test.txt"), the file "test.txt" is being created, but a file named "%ActivSel%" is being opened (which is the parameter from the editor command in preferences). I'm pretty sure that this did work with earlier versions.
