Newly created text file not selected automatically

In FC 2009 and FC XE up until build 685 (I'm almost sure, but not quite...) I was able to create a new text file and hit Return key to open it. Starting with 685 and every donor build after it, I am not able to open it when I hit Return key, as it is not selected (previously selected item is opened instead).

Steps to reproduce:
1. hit "Creates an empty file in the current panel" toolbar button or Shift+Ctrl+N hotkey
2. enter a file name in the "New text file" dialog box
3. hit OK button
4. hit Return key

Result:
- previously selected item is opened

Expected result:
- the newly created text file gets opened

Temporarily workaround:
- use "Opens the file editor to edit a new file" toolbar button or Shift+F4 hotkey
- this is not preferable, because the "Edit new file" dialog box doesn't automatically append the ".txt" extension and because the new file still isn't selected after closing (in the eventuality that you want to immediately open it again).

confirmed.
I found out that this problem started with FCXE682; versions before handled it correctly.
(win7pro x64) - (FCXE x64) - (15"screen) - (resolution: 2880-1620) - (DPI scaling: 200%)
