Xou may have a tool like Geforce Experience or GeForce Now running
which are globaly assign Alt F1.

There is no such context menu by default in a Windows 11 Explorer or in any file manager. Why don't you use the button in FC which starts a cmd in the current dir ? Your number 2 is exactly the logic which I described as used in Total Commander and what would solve your problem. That would require a complete other logic,
as there is no active selection in the target folder.
The logic should be as in Total Commander:
Select some files and while changing its time stamp let you select any file getting the time stamp from.

Its no general problem to view this 100MB PDF with the FC integrated viewer but its slow.
Using the Total Commander SLister plugin which make use of SumatraPDF
